Saudi Arabia Ministry of Human Resources and Social Development (HRSD) has begun enforcing new regulatory standards in the Kingdom\u2019s labor market, resulting in the discovery of 10 firms practicing illegal recruitment.<\/strong><\/p>\n The Ministry\u2019s continued digital-based monitoring and on-the-ground field investigations have uncovered the unauthorized service providers that are working in direct competition with legal operators to cater to the domestic workforce, resulting in the Ministry\u2019s desire to eliminate illegal middlemen and protect contractual terms.<\/p>\n Prior to identifying the infringement, illegal recruitment firms operated as: Sole proprietorships General services corporations Individuals working through autonomous websites, social media pages, and mobile apps Official public disclosures have identified those firms as using either themselves or third parties to act as \u201cmiddle men\u201d in providing recruitment and manpower services without valid licensing from the Kingdom\u2019s labor authority.<\/p>\n The 10 entities will now be subject to proceedings by Ministry officials in the kingdom\u2019s courts as well as the imposition of heavy monetary penalties; an illegal recruitment service fee carries a fine of SR200,000, a repeated SR220,000, and up to SR250,000 on the third offense.<\/p>\n Regulatory bodies and digital enforcement teams utilize combined field inspection and automated online monitoring platforms to identify similar practices online, including unverified digital recruitment campaigns, illegal online recruiting hubs, and citizen complaints. Current legislation prescribes a mandatory sum of SR200,000 in case of first-time conviction, SR220,000 for a repeat offense, and the maximum SR250,000 once a third illegally operating entity is uncovered.<\/p>\n All domestic recruitment services through the Kingdom\u2019s portals Musaned and other authorized service providers will be accredited through secure online platforms, where all verified firms, worker profiles, domestic assistance requests, and monetary transfers are subject to binding agreements.<\/p>\n The Kingdom\u2019s authorities hope to achieve all state-approved recruitment services via validated digital online channels where transparency and accountability is better possible.<\/p>\n<\/div>\n
