UNITED NATIONS: Executives from OpenAI, Anthropic and Hugging Face \u200bwill brief the UN Security Council on Wednesday amid warnings increasingly powerful AI technologies could soon improve themselves, slip \u200cbeyond human control and threaten international security.<\/strong><\/p>\n OpenAI CEO Sam Altman, Anthropic CEO Dario Amodei and Hugging Face co-founder Cl\u00e9ment Delangue are due to brief the 15-member council during the annual General Assembly gathering of world leaders at the United Nations.<\/span><\/p>\n Altman plans to urge world leaders to adopt benchmarks for measuring AI capabilities and \u200bassessing the safeguards companies put in place as they develop the technology, an OpenAI executive told reporters on Tuesday.<\/span><\/p>\n Council members, \u200bincluding leading AI rivals the United States and China, are also set to speak. French Foreign Minister \u2060Jean-No\u00ebl Barrot will chair the meeting.<\/span><\/p>\n A European diplomat, speaking on condition of anonymity, said the main objective of the meeting was \u200bto shine a light on the practical risks of AI losing control in ways that affect international security and the security of individual states.<\/span><\/p>\n \u201cThese are \u200bissues that fall squarely within the Security Council\u2019s mandate,\u201d the diplomat said. \u201cThe key question is whether we could one day face a situation where algorithms interacting with each other trigger a war. That is really at the heart of the issue.\u201d<\/span><\/p>\n Ahead of a meeting between US President Donald Trump and Chinese \u200bleader Xi Jinping in Washington on Thursday, the US and China have discussed setting up a notification system for common goals and \u200bcommon threats that would cover AI-related incidents that rise to a national security level.<\/span><\/p>\n Trump told world leaders \u200cat the \u2060UN General Assembly on Tuesday that he \u201crejects any attempt to construct a globalist scheme to control\u201d AI, describing the technology as amazing, but noted that the US would be careful.<\/span><\/p>\n \u201cWe\u2019re leading now over China by a lot, and everyone else, and we\u2019re going to keep it that way,\u201d Trump said. \u201cI\u2019m not going to stifle growth of something that will be bigger than the Industrial Revolution.\u201d<\/span><\/p>\n \u201cWe\u2019re going to encourage \u200bit, not rein it in. \u200bWe\u2019re going to watch it \u2060closely through the Department of Justice,\u201d he said.<\/span><\/p>\n UN Secretary-General Antonio Guterres has warned that rapidly advancing artificial intelligence poses risks that cannot be ignored, putting him at odds with Trump.<\/span><\/p>\n Guterres has long pushed for \u200bglobal governance of AI and in 2023 created a 39-member advisory body for one year, with \u200bmembers including tech \u2060company executives, government officials and academics from countries such as the US, Russia and Japan.<\/span><\/p>\n The 193-member UN General Assembly then created the Independent International Scientific Panel last year. Yoshua Bengio, a Canadian considered one of the \u201cGodfathers of AI\u201d and co-chair of the panel, will also brief the \u2060Security Council.<\/span><\/p>\n The \u200bSecurity Council met for the first time on the risks of AI in \u200b2023, when China said the technology should not become a \u201crunaway horse\u201d and the United States warned against its use to censor or repress people.
