ISLAMABAD: Pakistan Peoples Party (PPP) Secretary General Nayyer Hussain Bukhari has said that bad governance and the failure of the provincial government were the main causes for the imposition of governor\u2019s rule and a state of emergency in Khyber Pakhtunkhwa, ARY News reported.<\/strong><\/p>\n In his statement, Nayyer Bukhari said that former Chief Minister Sohail Afridi had not been concentrating on governance, as his entire focus was on securing the release of the founding chairman of the Pakistan Tehreek-e-Insaf (PTI).<\/p>\n Nayyer Bukhari stated, \u201cDemocratic parties do not want an extension of the emergency in Khyber Pakhtunkhwa.\u201d<\/p>\n He noted that sessions of the National Assembly and the Senate have been convened, adding that parliament will endorse the imposition of the emergency and governor\u2019s rule in KP.<\/p>\n Following endorsement from both houses, a joint session of parliament will discuss the matter and approve the term of the emergency, he said.<\/p>\n He explained that, under the constitution, an emergency can be enforced for an initial period of six months, adding that the government holds the prerogative to lift it whenever it deems appropriate.<\/p>\n An emergency can also be terminated through a simple motion in a joint session of parliament, he said.<\/p>\n The duration of the emergency will depend on the province\u2019s security situation, he added, and if conditions normalize, the emergency can be ended early.<\/p>\n He also noted that if the emergency is extended, provincial affairs can be run through the president, the governor, or another appointed administrator.<\/p>\n<\/div>\n
