According to official data, the federal government and its departments owe Rs 1.26313 trillion, while provincial governments and their departments owe Rs 1.43873 trillion. This brings the combined total to Rs 2.70186 trillion.
The figures were shared with Parliament by the Power Division, detailing the dues as of 31 August 2025:
Federal government & departments: Rs 36.404 billion
Azad Jammu & Kashmir: Rs 63.597 billion
Autonomous bodies: Rs 19.964 billion
Local bodies: Rs 6.341 billion
For provincial governments and their entities:
Provincial governments & departments: Rs 68.32 billion
Provincial autonomous bodies: Rs 20.647 billion
Local bodies: Rs 7.308 billion
City District Governments: Rs 12.306 billion
Tehsil Municipal Administrations (TMAs): Rs 12.292 billion
The Power Division informed lawmakers that these unpaid bills continue to place significant financial pressure on the national power sector, which is already struggling with circular debt and operational challenges.
