OSHKOSH – A 42-year-old inmate from a state prison mental health facility has been convicted of first-degree reckless homicide following an incident last year that resulted in the death of another resident at the Wisconsin Resource Center.
Jumal Lipscomb faces a possible 60-year sentence after his charges were reduced from first-degree intentional homicide in Winnebago County Circuit Court.
Represented by Brianne Eileen Patzer and Emma Blankschein, Lipscomb entered a no-contest plea before Judge Scott Woldt Aug. 11.
Lipscomb’s sentencing is scheduled for Sep. 8.
According to the criminal complaint, the victim was taken to hospital following a May 21 incident at the WRC last year and remained in “a persistent comatose state” before dying weeks later. Lipscomb had reportedly punched, kicked and stomped the victim’s head almost 50 times.
The victim’s name was not released but he was described as a 56-year-old man in the initial police report.
Court documents revealed the attack was captured on video and showed Lipscomb and the victim sitting alone in the courtyard at a picnic table before Lipscomb “abruptly” put him in a headlock.
The victim eventually got away but stumbled on a ramp and fell before Lipscomb punched him in the head “approximately seven times.”
The criminal complaint said Lipscomb then kicked and stomped the victim’s head around 40 times in an attack that lasted more than two minutes before WRC staff came out to the courtyard.
One staff member said he heard Lipscomb say the victim was plotting against him and he had to protect himself. According to the employee, Lipscomb also said he was “off his meds and not doing well.”
In the court documents, a number of inmates and WRC employees told the police Lipscomb and the victim appeared to have “a friendly relationship” prior to the incident and were seen “eating, watching TV and talking to each other.”
The complaint also revealed a detective reviewed video footage showing Lipscomb fist-bumping the victim less than 20 minutes before the attack.
Multiple inmates said Lipscomb was “acting strangely the day of the incident” and another prison resident said “Lipscomb’s mental health had declined over the preceding week.”
District Attorney Eric Sparr is prosecuting the case.
