LAHORE — The Punjab Government has introduced major administrative reforms under the Horticulture Authority Act 2025, designating the Directors General of Parks and Horticulture Authorities (PHA) as Managing Directors in a move aimed at enhancing institutional efficiency, transparency, and public service delivery across the province.
According to Secretary Housing Noor-ul-Amin Mengal, the reform marks the beginning of “a new era of horticulture projects” in Punjab’s urban centers. He said the revised administrative structure is designed to strengthen the province’s beautification and renovation systems, enabling improved maintenance of public parks, green belts, roads, and boulevards.
> “The assignment of new designations will promote transparency in administrative affairs, expedite decision-making, and raise the overall standards of public facilities,” Mengal stated.
Under the new framework, officers and staff have been directed to focus on urban beautification, park restoration, and roadside renovation projects to create cleaner, greener, and more sustainable cities.
The Secretary added that the establishment of Horticulture Agencies will reinforce planning and operational mechanisms, ensuring that every development project aligns with modern urban development standards.
Mengal further noted that, in line with the vision of Chief Minister Punjab Maryam Nawaz Sharif, new benchmarks are being set for public convenience, urban aesthetics, and sustainable growth.
