Islamabad, April 1, 2026: Pakistan and Norway have signed the country’s first bilateral carbon market agreement under Article 6.2 of the Paris Agreement. The deal will promote climate-smart agriculture, clean energy projects, climate finance, and international carbon trading in Pakistan.
The Memorandum of Understanding (MoU) was signed in Islamabad under the Ministry of Climate Change and Environmental Coordination. Federal Minister for Climate Change Dr. Musadik Malik described the agreement as a “historic milestone,” stating that it marks Pakistan’s shift from carbon market preparedness to actual implementation.
“This is Pakistan’s first bilateral agreement under Article 6.2 and an important step forward,” said Dr. Musadik Malik. The pact opens doors for international carbon trading, attracts climate finance, and paves the way for major investments in renewable energy and climate-smart agriculture.
Under the agreement, Pakistan will develop carbon credit projects in sectors including renewable energy, climate-resilient agriculture, transport, and waste management, and transfer the resulting emission reductions to Norway.
The Norwegian Ambassador termed the deal the beginning of a new era in bilateral environmental cooperation between the two countries.
This landmark agreement is expected to strengthen Pakistan’s green economy, create green SMEs, and support sustainable development initiatives.
