Riyadh (April 15, 2026) — Saudi Arabia’s Ministry of Interior has issued a strong warning and new regulations ahead of the Hajj 2026 season (1447 AH), imposing heavy fines and other penalties on those attempting to perform Hajj without an official permit or assisting others in doing so illegally.
Under the new rules:
Individuals caught performing or attempting to perform Hajj without a valid permit will face a fine of up to SR20,000 (approximately $5,300). This also applies to holders of all types of visit visas who enter, attempt to enter, or stay in Makkah and the holy sites during the restricted period.
Those facilitating illegal Hajj — including applying for visit visas for unauthorized pilgrims, transporting them to Makkah or sacred sites, or providing accommodation in hotels, apartments, or private residences — will be fined up to SR100,000 (about $26,600). The fine can be multiplied based on the number of violators involved.
Vehicles used to transport unauthorized pilgrims may be confiscated by court order if owned by the transporter, facilitator, or their accomplices.
These measures will be enforced from 1 Dhul Qadah 1447 AH (April 18, 2026) until 14 Dhul Hijjah, covering the peak Hajj period.
The Ministry stated that foreign violators and overstayers attempting illegal Hajj will be deported and banned from re-entering the Kingdom for 10 years. The regulations aim to ensure the safety, security, and smooth organization of Hajj rituals for authorized pilgrims.
Authorities have urged all residents, visitors, and potential pilgrims to strictly adhere to official Hajj permit requirements and avoid any violations, warning that non-compliance will result in severe legal consequences.
