The Punjab Government has issued a comprehensive set of kite-flying regulations ahead of Basant 2027, with a compliance deadline of December 30, 2026.
The regulations have been officially communicated to the CCPO Lahore, DIG Operations Lahore, and all Deputy Commissioners, DPOs, CPOs, and CTOs across Punjab.
Under the new rules, kite-flying will be strictly limited to safe and structurally sound rooftops equipped with boundary walls of at least three-and-a-half feet in height. Running, jumping, dangerous manoeuvres, and overcrowding on rooftops have been completely prohibited. Loud noise, DJ systems, and any activities causing disturbance to neighbours during kite-flying events have also been declared criminal offences.
In cases of violation, building owners and event organisers will be held directly accountable.
The government has stated that these measures aim to ensure public safety while allowing the revival of the centuries-old cultural festival of Basant in a responsible and regulated manner.
