Ottawa, May 31, 2026 — A official report by Global Affairs Canada has revealed that the country exported approximately $14.67 million USD worth of military equipment and defence technology to Israel in 2025 — directly contradicting Ottawa’s stated policy of not approving new military export permits for Israel since January 2024.
The report, titled “Strategic Goods and Technologies,” was released Friday and details Canada’s arms exports and defence licensing activities.
Key findings include: Canada used 50 export permits to deliver military goods to Israel in 2025, including permits issued in previous years that remained active during the reporting period. Canada’s total military exports to countries other than the US reached approximately $2.05 billion in the same period.
The government defended its position, stating that no new export permits capable of being used in the Gaza conflict have been approved since January 8, 2024, and that all previously issued permits were legal and properly disclosed to Parliament.
However, human rights organizations and pro-Palestinian groups argue that continued arms transfers — under any permits — may violate Canada’s obligations under international humanitarian law. Two separate legal challenges, filed in 2024, sought judicial review of all military export permits issued to Israel after October 9, 2023. Both cases remained before the courts as of December 31, 2025.
The revelations come as multiple Western nations face growing scrutiny over their defence ties with Israel amid the ongoing war in Gaza.
