CAIRO — Hamas has called on the Board of Peace and mediating countries to compel Israel to fulfill all its obligations under the first phase of the Gaza peace plan, halt ceasefire violations, and approve the roadmap for the plan’s second phase.
The demand came after a meeting lasting more than two hours in Cairo between Hamas leadership and U.S. President Donald Trump’s special envoy, Jared Kushner. Nickolay Mladenov, the Board of Peace’s senior representative, also took part in the talks.
Hamas presented Kushner with details of alleged Israeli ceasefire violations and stated that no new measures would be accepted without Israel’s prior commitment. Kushner assured Hamas that Trump remains committed to advancing the plan and opposes the forced displacement of Palestinians, but stressed that disarming Palestinian factions is a prerequisite for political integration and further progress on the plan.
According to sources cited by Axios and Reuters, the Board of Peace is demanding that Hamas dismantle its military structure, allow deployment of an international stabilization force, and hand over administrative authority to an independent committee of Palestinian technocrats — an arrangement under which Hamas would have no future role in governing Gaza.
Kushner is expected to travel to Tel Aviv on Monday to meet Israeli Prime Minister Benjamin Netanyahu to discuss both sides’ obligations. Israeli officials have expressed concern over U.S. calls to halt targeted killing operations, while Netanyahu maintains that disarming Palestinian factions must precede any Israeli military withdrawal.
Hamas reiterated its endorsement of the second phase of Trump’s plan, listing its priorities as an immediate end to military incursions, full Israeli troop withdrawal, delivery of humanitarian aid, formation of an administrative committee, and the start of Gaza’s reconstruction.
