Lahore, April 1, 2026: Secretary Energy Punjab Dr. Farrukh Naveed has stated that the Government of Punjab is committed to formulating the province’s first comprehensive energy policy along with an effective regulatory framework.
Speaking at an inception meeting organized by the Energy Department, Government of Punjab, in collaboration with UNDP Pakistan, Dr. Naveed said the process for establishing the Electric & Power Regulatory Authority (EPRA), Punjab has also been initiated. He emphasized that this initiative will ensure transparency, efficiency, and sustainable development in the energy sector.
He appreciated UNDP Pakistan’s support, terming the partnership crucial for long-term reforms. Referring to Article 157 of the Constitution and the 18th Constitutional Amendment, he highlighted the significant role of provinces in electricity generation, transmission, and private sector participation.
Dr. Naveed informed that work on the initial draft of the proposed EPRA legislation is underway, and consultants have been directed to complete its technical review on priority. The proposed energy policy will include a comprehensive diagnostic assessment, international benchmarking, and wide stakeholder consultations.
Special focus will be given to the impact of privatization of distribution companies, promotion of off-grid energy solutions, access to open markets, improved consumer services, and enhanced governance in the energy sector.
He noted that Punjab accounts for approximately 78% of the country’s total electricity consumption, making it imperative to develop a cohesive and future-ready energy policy.
The Secretary Energy revealed that a joint group of consultants, including 8.2 Renewable Energy Experts and AMA Energy, will complete the development of the policy and regulatory framework within 18 months.
The meeting was attended by UNDP representatives Moeed Khan, Malik Zulfiqar, Ali Raza Bhutta, Tanveer Malik, along with partners, consultants, and senior officials from the Energy Department.
