WASHINGTON/TEHRAN — The United States has presented Iran with a five-point framework for a potential nuclear and political agreement, according to Iran’s semi-official Fars News Agency. The proposal marks the latest diplomatic move amid an ongoing ceasefire between the two sides.
The five US conditions are:
Only one Iranian nuclear facility to remain operational
No compensation or war reparations to be paid to Iran
Iran to transfer 400 kg of enriched uranium to the United States
25% of Iran’s frozen assets to remain frozen
Ceasefire on all fronts to be contingent on the outcome of negotiations
Iran’s counter-demands include a permanent end to hostilities on all fronts — including Lebanon — the lifting of all sanctions, release of frozen Iranian assets, compensation for war damages, and formal recognition of Iranian sovereignty over the Strait of Hormuz.
This is not the first exchange of proposals. Earlier, President Trump put forward a deal framework that Tehran rejected outright. Iran responded with its own 15-point list of demands — including full US military withdrawal from the Gulf, war reparations, and the right to collect tolls from vessels passing through the Strait of Hormuz — all of which Washington refused.
Background: Regional tensions escalated sharply in February following US and Israeli strikes on Iran. Tehran retaliated by targeting Israeli positions and US allies in the Gulf, and closed the Strait of Hormuz to international shipping. A ceasefire brokered by Pakistan came into effect on April 8, though no permanent agreement was reached. President Trump subsequently extended the ceasefire indefinitely. The latest five-point proposal is the most recent step in ongoing efforts to reach a lasting settlement.
