Under the order, some H-1B applicants outside the United States must pay $100,000 with their visa application, though exemptions may be granted in specific cases on national interest grounds. The policy was first implemented in September 2025. The Trump administration says parts of the program have been abused and that lower-paid foreign workers have undercut American employees.
