The Federal Investigation Agency (FIA) says it has arrested two men accused of taking hundreds of thousands of rupees from a citizen on the promise of securing a Saudi Arabian work visa and residency permit.
The arrests were made by the FIA’s Anti-Human Trafficking Circle (AHTC) in Shah Latif Town, Karachi, as part of a crackdown on alleged human trafficking and illegal immigration networks.
According to the spokesperson of the FIA, the suspects allegedly took Rs.760,000 from a man after promising to arrange a Saudi work visa and iqama, or residency permit, for his brother.
FIA said the suspects failed to fulfil the promise after receiving the money and later refused to return it.
A case, registered as FIR No. 223/2026, was filed following a complaint by the alleged victim. The FIA said the suspects have been booked under Section 22(b) of the Emigration Ordinance, 1979, as amended in 2025.
The two men were identified by the FIA as Muhammad Shehzad Ahmed Bhatti and Habib ur Rehman.
The agency said both suspects had been arrested following an investigation and that questioning was continuing.
Investigators are also looking into whether other people were involved and whether there may be additional victims, the FIA said.
