ISLAMABAD: The federal government is preparing to introduce a new administrative structure at the Pakistan Institute of Medical Sciences (PIMS) following the recent fire incident at the hospital, with the proposed reforms expected to be introduced this month.
According to official sources, the government has decided to seek parliamentary approval for the PIMS Hospital Act during the current month. A committee established to review the hospital’s administrative structure has completed its recommendations, which will be forwarded to the prime minister for approval.
Sources within the Ministry of National Health Services said the proposed PIMS Amendment Act would be presented before Parliament following the prime minister’s approval.
Under the proposed reforms, PIMS is expected to adopt an administrative model similar to the Medical Teaching Institution (MTI) Act.
The hospital would be managed through a Board of Governors comprising representatives from different professional and social sectors.
According to sources, the chairman of the Board of Governors would be appointed through a market-based selection process.
High-Level Committee Completes Recommendations
The prime minister has constituted a PIMS Reform Committee headed by the federal health minister to develop recommendations for restructuring the hospital.
The committee includes the federal law minister, secretary of the Establishment Division and chairman of the Higher Education Commission (HEC).
Vice-chancellors of medical universities and healthcare experts have also been included in the committee to provide professional input on the proposed reforms.
The committee’s recommendations will first be submitted to the prime minister. Following approval, the proposed amendment legislation will be presented before Parliament.
The proposed changes are aimed at introducing a revised governance and administrative framework for PIMS, with the Board of Governors expected to oversee the hospital’s management.
