KUWAIT CITY: The Ministry of Communications has issued Administrative Circular No. 15 of 2026, establishing rules and standards for the official dress code and general appearance of its employees.

The goal is to strengthen workplace discipline, promote a professional image, and improve the working environment.

The circular was issued in line with the ministry’s responsibility to regulate the workplace and reinforce compliance with professional conduct standards, the Civil Service Law and regulations, and the Code of Conduct for employees of government agencies.

It stresses that employees’ appearance is an important element in reflecting the image and professionalism of government institutions, especially in departments that provide services and deal directly with the public.

Key points of the circular:

It sets approved dress standards for male and female employees, taking into account the nature of their duties and the customs and traditions of Kuwaiti society.

Employees must wear appropriate formal clothing suited to their workplace and professional responsibilities.

Special consideration is given to occupational health and safety requirements for employees in technical, field, and operational positions.

Prohibited attire includes:

Informal clothing unsuitable for the employee’s duties

Clothing bearing inappropriate slogans, drawings, or symbols that conflict with the requirements of public service.

Employees must maintain a professional appearance throughout official working hours and when representing the ministry at meetings and official events.

Compliance is part of employees’ official duties. Violations are subject to prescribed administrative measures under civil service laws and regulations.

Adherence to the dress code and appearance standards will be included among the criteria in annual performance evaluations.

Heads of sectors, departments, and organisational units are responsible for monitoring compliance and taking necessary action in cases of violations.

Relevant authorities will determine the personal protective equipment required for technical and field staff, based on the nature of their duties and workplace safety requirements.
