Khyber Pakhtunkhwa Governor’s Adviser on Information Samar Haroon Bilour has raised concerns over Mufti Mahmood Centre’s construction, ARY News reported on Tuesday.
Bilour claimed that the newly surfaced documents provide details about the land acquisition, financial arrangements and alleged encroachments involving the property.
She alleged that Maulana Fazlur Rehman had obtained funds from Libya under a fraudulent pretext to finance the construction of the centre.
Samar Bilour questioned the ownership arrangements, claiming that although Libyan funds were allegedly used for the project, the property appeared to be registered in Maulana Fazlur Rehman’s name.
According to Bilour, the documents indicate that approximately 79 kanals of land for the property were purchased in 2003.
Raising further concerns about the property’s external boundaries, she said a perimeter enclosure made of a light-metal frame had been constructed around the centre.

Bilour alleged that the structure extends into the 52-foot setback area along Peshawar Ring Road, placing it within the government’s designated right-of-way.
She further claimed that the construction amounts to an encroachment on public land and has affected the designated boundaries of the public passage.
The allegations have brought the centre’s land ownership, funding arrangements and compliance with construction regulations under scrutiny.
